Employing a phased approach over time, the project unfolds in three distinct steps: 1. Begin with a lighter touch, creating an elevated pathway and smaller structures to enhance Kanonhaugen's accessibility while preserving its natural areas. 2. Utilize existing buildings in phases, introducing some in the first phase and reusing foundations for nursing homes in the second, creating a cluster of interconnected structures for climate considerations. 3. In the third phase, introduce a village cluster, appreciating the proposal's larger scale for housing while expressing concerns about flexibility and the shadowed location beneath Kanonhaugen. . . .
