Samuel Beach Axtell, 1819-1891. New Mexico Territorial Governor from 1875 to 1878. His tenure was described by one Federal Agent as having more "corruption, fraud, mismanagement, plots and murder" than any other Governor in the history of the U.S. This led to the lawlessness in the Territory that erupted in the Lincoln County War. He was removed from office in 1878.
